To post a comment you have to type in your name and the URL of your homepage. Once approval is received, click on your name (anchor-text) and there is the link.

Spam is a nuisance for blogs so many facilitate the use of a captcha to prevent this and also may ask you to login. If the SEO company feels the security measures are taking up too much time for what they are worth, they will disregard the blog.

A good blog will have a high PR and be totally appropriate for your website.  After all the research is done and comments are posted, you will get the list of superior blogs to post comments on them yourself.
